GUIDE TO ENFORM/DACC ISSUES MANAGEMENT PROCESS

CRITICAL STEPS:

Priority Issue Document: A common document used to outline a priority and/or IRP process through DACC or Enform. The document should be filled out as completely as possible - including a Chairperson to "kick off" the priority. Available through Enform.

Committee Formation: At the formation of the committee, all members of the Enform Council and/or DACC members are invited to participate through a letter sent to their representative organizations. Committee structure should be carefully considered early in the process to ensure the outcomes meet the intent of the document, have broad support, and meet regulatory requirements. Often regulators outside of Alberta will participate electronically in a process, which can help avoid future problems. The Committee is free to invite anyone who can make a positive contribution.

Development: As a document is developed, continual informal re-evaluation of the committee membership should be performed to ensure proper parties are present.

Feedback: The feedback process is an important component which ensures a wider audience has the opportunity to contribute and critique efforts to date. Feedback comes from a number of sources including:
  • Posting of the document on the Enform website for broad review
  • Circulation of a draft to committees/associations
  • Circulation of a draft to interested stakeholders
  • Word of mouth

Final Draft: Once a document has completed the feedback stage, all comments are passed to the review committee for evaluation. The committee's job is to assess the comments and make changes if necessary. If the committee does not consider the changes substantive, another broad review is not necessary.

Sanction/Release: The resulting final draft document (IRP/Guide To Safe Work/Other) is then given to DACC or to Enform. Enform will then issue a "trigger letter" to all members notifying them that this document is up for sanction. Once complete, the document is posted on the Enform website. Industry government and stakeholders are notified the process is complete.

Scheduled Review: IRPs and Enform Guidelines usually have a fixed period of time before they must be considered for review. A review is usually requested by the original sponsoring organization. If a review is determined not to be necessary, the document is amended to indicate that fact and re-posted on the Enform website. If a review is necessary a review committee is struck, and the steps of the issue management process are followed.

OTHER ITEMS IN THE ISSUES MANAGEMENT PROCESS:

Success items To Completion: Success for an initiative may take place without an IRP or Enform Guide To Safe Work being created. The issues Management Flowchart show this step separately. It remains the goal of the initiative committee to complete their identified success items.

Technical Issue or Enform: Whether or not an issue is handled by DACC or Enform can be clarified with by referring to DACC's Terms of Reference. If it is unclear, a consensus discussion will take place to determine which mechanism can best serve the issue.

DACC: This flowchart is not meant to imply that DACC is in any way the property of, subservient to, or a creation of Enform. DACC has an independent membership and operates under its own Terms of Reference.

Enform and DACC are both cooperative and consensus - based groups for addressing technical and safety issues in the upstream petroleum industry. Enform acts as a facilitative and communication mechanism for DACC.
